Exactly I think the phrase “Airbrushed with highlights” is a little odd – pre and post shading is probably what was meant as you say.
“Painted and weathered with an Airbrush” would be less ambiguous I think and more in line with advanced work.

I do have to agree there, Just using an Airbrush(AB) does not make you a model master, & frankly “highlights” aka pre-shading is so simple with an AB which is evident by the number of YT vids on it.
