The rule of thumb says that when the nippers aren’t cutting but rather crushing or pinching plastic, it’s time to replace. But if ever you’re not satisfied with their performance, replace ’em. But if you’re cleaning nubs with hobby knives, you don’t necessarily need the cleanest cut from your nippers, just cut far enough away from your parts so they don’t get damaged.

I wouldn’t say it’s hard, but it does take some practice. You’ve got to get a feel for. Take multiple light passes with the knife, don’t try to cut it all in one pass… also cut from from both directions.
